Ya’ara Barnoon
Associate Program Director
Professor Ya’ara Barnoon's research focuses on international cyber and technology diplomacy, innovation, and transatlantic data flows. Prior to serving as the TLS Program's founding Associate Director, Professor Barnoon was in private practice, where she spent six years in Europe and the United States managing international anti-corruption, human rights, and national security investigations. Professor Barnoon has worked on several political campaigns, including advising two presidential campaigns on cybersecurity, election security, foreign influence, and disinformation policy. She has held research positions at Harvard Kennedy School, the Institute for National Security Studies (Jaffee Center) in Israel, and UNHCR in Turkey. Professor Barnoon has served as an Adjunct Professor of International Relations at the United States Naval Academy and is a 2015 Truman National Security Project Fellow. She received her law degree from Georgetown University Law Center and an MA (Hons) in International Relations and Middle East Studies from the University of St Andrews in Scotland, where she received the 2005 Nisbet Prize in International Relations.Â
